Helen Levine leads the St. Petersburg office of Corcoran Partners. A Florida native, Helen has thirty years’ experience in regional, state and local governments serving in leadership roles at the City of St. Petersburg, the Hillsborough Board of County Commissioners and the University of South Florida St. Petersburg campus. Helen served on Hillsborough County leadership teams to recruit and retain professional sports franchises to Tampa, including the Tampa Bay Bucs, the Tampa Bay Lightning and Yankees spring training. She also led the County’s legislative efforts to secure funding for the award-winning Hillsborough HealthCare plan which provides health care services to the needy.
In 2001, Helen joined St. Petersburg Mayor Rick Baker’s new administration to implement his commitment to meaningfully support public schools in St. Petersburg— a first for a Florida Mayor.She also directed the City’s communications, grants and public art departments and directed legislative affairs at the state and federal levels for the City. Before joining Corcoran Partners, Helen served as Regional Vice Chancellor for External Affairs at USF’s St. Petersburg campus where she directed government relations, communications, and fundraising. As the face of the campus, she developed enduring relationships with community, business and political leaders throughout St. Petersburg and Pinellas County.
Helen was appointed to the PSC Nominating Council by House Speaker Chris Sprowls in 2021. She also serves on the board of the Florida Holocaust Museum and the St. Petersburg Foundation board of directors, and is a member of the FSU College of Social Work Advisory Board and the St. Petersburg Downtown Partnership.

Helen is a three time graduate of FSU, receiving degrees in social work, student affairs, and her Ph.D in the sociology of education.
